Project Development and Implementation Partner to SLAHDA and the SLISDAWEI master initiative
CIOMPDPL provides the corporate project-development and implementation capability that complements SLAHDA’s humanitarian mandate. Its central responsibility is to help translate SLISDAWEI’s integrated national-development framework into technically structured, financially considered and operationally manageable projects.
The relationship preserves a clear institutional distinction: SLAHDA leads humanitarian purpose, policy alignment, community responsibility, governance and beneficiary accountability; CIOMPDPL undertakes authorised project-development and implementation-management functions under written arrangements and applicable approvals.

CIOMPDPL’s role may cover the following functions where expressly authorised for an individual programme or project.
Project preparation
Coordinating concepts, technical inputs, feasibility work, site studies, budgets and delivery planning.
Investment structuring
Developing responsible financing and partnership models for humanitarian, semi-commercial and commercial projects.
Institutional coordination
Supporting engagement with public institutions, professionals, communities, investors and delivery partners.
Implementation management
Coordinating procurement, contractors, schedules, quality, safeguards, risks and authorised reporting.
Monitoring and accountability
Maintaining implementation evidence, milestone reports and transparent escalation of risks.
Every assignment is subject to SLAHDA approval, a defined project mandate, required regulatory permissions, financing and counterparty due diligence, safeguards, procurement controls and agreed reporting responsibilities.

CIO–UC World Integrated Rice Processing Complex — Ampara
A modern, green agro-industrial platform intended to strengthen paddy farmers, national food security, regional employment and value-added production.
CIOMPDPL and UC World have entered into joint-venture arrangements to develop and implement the Ampara complex under SLISDAWEI. The partnership combines CIOMPDPL’s project-development and implementation responsibilities with UC World’s local commercial network, institutional capacity and agriculture-related business experience.
